Dr Shyni Duggal

Regional Director

Dr. Shyni Duggal holds a Bachelor’s and Master’s degree in History from the University of Delhi. She further pursued her B.Ed., M.Ed., and Ph.D. in Education from Jamia Millia Islamia, and qualified the UGC-NET in Education.In addition, she has earned a Postgraduate Diploma and a Master’s degree in Distance Education from Indira Gandhi National Open University, along with a Postgraduate Diploma in Linguistics from Kendriya Hindi Sansthan.Dr. Duggal joined Indira Gandhi National Open University in 2011 as an Assistant Regional Director at Regional Centre Karnal, Haryana. Over the years, she has served in multiple key divisions and centers, including the Regional Services Division at IGNOU Headquarters, Regional Centre Delhi-1, and the Central Student Registration Cell (CSRC) under the Student Registration Division. She is currently serving as Regional Director at Regional Centre Delhi-2, New Delhi. Prior to joining IGNOU, she worked with the Department of Education in Education (DEE) at National Council of Educational Research and Training, the Inter-University Consortium (IUC) at IGNOU, the Association of Indian Universities, and the District Institute of Education and Training (DIET), Keshav Puram, Delhi. She also contributed research and statistical support to the Lyngdoh Committee on Students’ Union Elections. Dr. Duggal has an extensive record of academic contributions, including research publications in peer-reviewed journals. She has been actively involved in research, development of self-learning materials, and creation of e-content. She has participated in numerous seminars, workshops, and conferences, and has delivered lectures and addressed students and academic audiences across colleges and Learner Support Centres.
Additionally, she has served as a resource person for Teleconference Sessions on Gyan Darshan and Interactive Radio Counselling Sessions on Gyan Vani at the Electronic Media Production Centre (EMPC), IGNOU Headquarters.

Her areas of specialization include Teacher Education, Distance Education, and Educational Administration.
